I had a couple of volumes that were emptied during reclamation but failed to change to scratch. I tried moving data off the tape but it would showed no data to move. To change to scratch I had to change the mountable state using this command.
move med vol_name stg=pool_name wherestate=mountablenotinlib
This will move the volume back into the scratch category.
